Convergence of ATM systems in the Baltic FAB ACCs and Cross Borders Service provision with Joint Contingency Service Provision

The objective to achieve ATM system convergence which will be an enabler for several solutions aiming at achieving optimal use of technical and human resources resulting in lower provision costs and higher operational performance in Baltic FAB.

     In order to minimize fragmentation in ATM and achieve the maximum benefits, a single Baltic FAB ATM system solution comprising all constituent components and interrelated processes of the participating countries, based on the provision of integrated and centralized services inside the FAB territory, among the neighboring FABs and Pan-European network, and ensuring the convergence of the ATM systems used in the Baltic FAB is being created. 

     This solution aims to ensure the highest level of interoperability of ANSPs by providing facilities available to an air traffic controller in respect of flights (track information, tools, coordination means, etc.) uniformly available all over the Baltic FAB that results in the same level of operation between sectors situated in the same ACC or remotely located ACCs.  Moreover, the ATM system convergence in the Baltic FAB will be an enabler for several solutions aiming at achieving the optimal use of technical and human resources resulting lower provision costs and higher operational performance in the Baltic FAB.  
     The single Baltic FAB ATM system solution and common technological approach is needed to avoid any technical gaps inside the FAB area as well as to ensure seamless interconnection and services inside the Baltic FAB with neighboring FABs and non-EU countries.

     However, having in mind the total view of the Baltic FAB projects planned to be implemented, such concept could be fulfilled in this case by operating the functionally identical and interchangeable ATM system, installed in both ACC’s in Vilnius and Warsaw. The architecture of the system will provide high level of flexibility in use of air traffic controller workstations regardless of the system location, but on the other hand should allow independent work of both subsystems in case of national security needs. It is obvious that a common solution of ATM systems in the Baltic FAB shall take into account lifetimes of the ATM systems being used in the Baltic FAB and ensure qualitative step forward towards compliance of SESAR requirements.

     The Baltic FAB Council approved the Road Map for technical solution of the Baltic FAB Common ATM System including the decision to join the iCAS/iTEC System Group, submission of joint application to 2nd INEA Call for co-financing of Baltic FAB Common ATM System deployment, deployment of new SE ORO NAVIGACIJA ATM System aligned with iTEC Concept, alignment to iTEC Concept of further PEGASUS_21 System development, joint deployment and further development of the Baltic FAB Common ATM System. 
     SE ORO NAVIGACIJA and PANSA agreed on the procedure of joint procurement of common ATM System for Baltic FAB, on joining iTEC Alliance and  on deployment of iTEC last-generation air traffic management systems. Project will be continued with the aim to provide both ANSPs with common iTEC platform that will be an enabler to even tighter cooperation within Baltic FAB.
